Quality assurance will be an important aspect of your work, including maintaining an overview of actions and outcomes that are being managed on behalf of the Leader. As Policy Advisor to the Leader of the Council, you will be expected to develop an expansive and detailed understanding of the Council priorities, both in terms of immediate issues and longer-term objectives. Our Head of Leisure & Culture will play an involved role in setting the strategic direction for a wide range of services, working with a diverse group of partners and stakeholders who all play a part in shaping the Redbridge offer.
A major part of the role is fulfilling the role of ‘client’ in relation to our outsourced Leisure and Culture’ provision, that is delivered by Vision Redbridge Culture and Leisure. You’ll ensure effective contract management underpins the relationship, bringing clarity to contract objectives and measurement against these. You will also work closely with other strategic partners, such as Arts Council and Sport England and the many other local clubs, providers and volunteers operating in the borough. And, with a number of new leisure facilities in development (including an outdoor lido, a new indoor pool and a climbing experience), you will also lead on the contract management of associated capital development programmes.
It's an opportunity that will suit somebody with highly developed procurement and/or contract management experience, some of which we expect will be within a Leisure or Arts/Culture setting. Redbridge Council is seeking a Fire Safety Manager who will be responsible for ensuring compliance with fire safety legislation and maintaining the safety of residents, staff, and visitors across the borough's housing stock and public buildings. This includes conducting risk assessments, managing contracts, developing fire safety strategies, and overseeing the implementation of remedial works to mitigate fire risk.
About the Role:
- Reporting to the Building, Compliance & People Safety Manager (Housing), the post holder will be responsible for managing Redbridge’s delivery of Building & Fire Safety and fire safety related remedial repair’s function.
- Developing LBRs Fire Safety in conjunction with the associated service contractors.
- Develop and implement the borough's Fire Safety Management Strategy in compliance with legislation, including the Building Safety Act 2022, Fire Safety Order 2005 (and 2021 amendments).
- Manage the programme of Fire Risk Assessments (FRAs) and ensure remedial actions are completed within agreed timelines.
- To actively manage the annual budget of approximately £1.3 million ensuring sound financial oversight and scrutiny.
- Liaise with internal teams, contractors, and external agencies, including the London Fire Brigade.
- Lead on investigations of fire incidents, providing reports and recommendations to prevent reoccurrence.
- Provide fire safety advice and training to staff and residents.
- Maintain accurate records of inspections, assessments, and compliance documentation.
- Support the council in achieving fire safety accreditations and best practices.
- Regularly review policies, procedures, and risk management processes to reflect changes in regulations or circumstances.
About You
- Minimum L4 certificate or diploma in a relevant fire safety subject area
- Membership of a professional fire safety body (e.g., IFSM, IFE) is desirable
- Substantial, demonstrable and relevant experience in Fire Safety, compliance, health and safety in a demand lead or property related employment.
- Strong understanding of the Building Safety Act 2022, Fire Safety Order 2005 (and 2021 amendments).

About the Role:
Managing a team of building safety/compliance colleagues to plan, monitor and control property compliance / building safety across the business, for all statutory and non-statutory compliancy including service contracts for all 6 big risk areas: Fire, Legionella, Asbestos, Gas, Electrics & Lifts, within agreed budgets and to the prescribed quality standards.
Overview of the role:
- Ensuring Redbridge comply with the requirements of the Building Safety Act 2022, Fire Safety Order 2005 (and 2021 amendments) in particular conducting building safety risk assessments, creating and maintaining Safety Case Reports and operating processes on information sharing and mandatory occurrence reporting.
- Management of statutory and non-statutory compliance requirements across all contractors including Fire, Water Hygiene, Asbestos, Gas, Electrical and Lifts.
- Lead and deliver a safety-first culture across the Directorate.
- Responsible for managing a team consisting of Compliance Workstream Managers and Coordinators.
- To actively manage the annual budget of approximately £7 million (both capital and revenue).
- Lead on building safety resident engagement and ensure that tenant and leaseholder voices are at the heart of Redbridge’s approach.
- Respond and contribute to government initiatives and requirements in relation to fire safety and other areas of compliance.
- Develop and implement a risk management approach to Building Safety and Compliance.
About You
- Substantial, demonstrable and relevant experience in Compliance, Building Safety or M&E related health and safety in a demand led or property related environment.
- Relevant qualifications within a building or Health and Safety related discipline for example NEBOSH, MCIOB, Fire Engineering, or similar.
- First-hand experience of contract managing in the delivery of an outsourced service.
- Experience of identifying, specifying, monitoring and quality checking compliance / building safety activity.
- Ability to engender a customer focused "can do" culture and to actively contribute towards the effective and efficient provision of quality services.
- Experience of developing and promoting a Building Safety and Compliance culture across diverse teams.
